Hawaiʻi National Guard Unit Public Affairs Representative Program

The Hawaii National Guard Unit Public Affairs Representative (UPAR) Program is conducted by the State of Hawaii, Department of Defense (HIDOD) Public Affairs Office (PAO). This program provides training to Hawaii National Guard members so they can become Unit Public Affairs Representatives. UPARs are non-public affairs trained Soldiers identified to increase public affair capability across a command. UPARs assist higher public affair elements achieve the commander’s requirement to communicate. UPARs are assigned through additional duty appointment orders to represent their units for public affair functions.
