Civil Defense Advisory Council

The Civil Defense Advisory Council, chaired by the Lieutenant Governor with three members from Oahu and one member each from the other three counties, advises the Governor and the Civil Defense Director in matters pertaining to civil defense.

CD Advisory Council: The Civil Defense Advisory Council was reorganized in January with the appointment by the Governor of five new members. Three of them are from Oahu: Dr. Arlhur F. Mann, Ted J. Bloomer and Masalo Kamisalo. Olhers are Peler N. Pakele, Hawaii, and Samuel Keala, Kauai. Holdover members are Maui Police Chief Jean R. Lane who was appointed chairman and Frank Pierce, Oahu. The Council’s function is to confer with and advise the State CD Director on matters pertaining to civil defense.

Richard E. Mawson, Maui member of the State Civil Defense Advisory Council, died on June 13. He had long been a champion for a strong Civil Defense program.

Samuel L. Keala, Jr., Chairman; Dr. Arthur F. Mann, Vice Chairman; Mrs. Jeanne B. Johnson; Dr. Isaac A. Kawasaki; and Shigeru Kimura continued to serve on the State Civil Defense Advisory Council. Edwin L Adolphson of Wahiawa, Oahu, was appointed to the Council by Governor John A. Bums on August 4, 1970, and served for the remainder of the fiscal year. Robert L. Stevenson, who had been appointed to the Council during the previous fiscal year, resigned on November 23, 1970, due to the press of other duties. New appointments and re-appointments to the CD Advisory Council are subject to confirmation by the State Legislature.

The Civil Defense Advisory Council remained the same with the following individuals continuing to serve: Samuel L Keala, Jr., chairman; Dr. Arthur F. Mann, vice chairman; Mrs. Jeanne B. Johnson; Dr. Isaac A. Kawasaki; Shigeru Kimura, and Edwin I. Adolphson. Members of the Council, appointed by the Governor, are subject to confirmation by the State Legislature. Mrs. Frances K. Dias was appointed regional director of the Federal Office of Civil Defense on September 27, 1971. Sherburne W. Morse remained Region Seven field officer, Pacific Area, Defense Civil Preparedness Agency, during the fiscal year.

The State Civil Defense Advisory Council continued to counsel the director and vice director on emergency preparedness matters. Samuel L. Keala, Jr., chairman, resigned on January 24, and meetings of the group were then chaired by Dr. Arthur F. Mann, vice chairman. Edwin I. Adolphson was reappointed to the Council by Governor Burns and confirmed by the Senate of the Seventh Legislature fora term to expire on December 31, 1975. Mrs.Jeanne B.Johnson, Dr. Isaac A. Kawasaki and Shigeru Kimura continued to serve the Council during the fiscal year.

The State Civil Defense Advisory Council continued to counsel the director and vice director on emergency preparedness matters. Shigeru Kimura was appointed chairman of the group by Acting Governor George R. Ariyoshi on Jan. 22, 1974. New members of the Council appointed during the fiscal year were: Col. Albert F. Alfonso of Honolulu; Francis Y. Sugai of Honolulu; Ernest G. Paschoal of Wailuku, Maui; Edward S. Miyake of Eleele, Kauai; and Dr. John F. Chalmers of Honolulu. Retiring mem bers whose terms expired were: Mrs. Jeanne B. Johnson of Kihei, Maui; Dr. Isaac A. Kawasaki of Honolulu; and Dr. Arthur F. Mann of Honolulu. Edwin 1. The State Civil Defense Advisory Council continued to counsel the director and vice director on emergency preparedness matters. Mrs. Jeanne B. Johnson was appointed to the group on ApI. 7, 1975, and elected chairman on May 30,1975. Other new members of the Council appOinted during the fiscal year by Governor Ariyoshi were M. 0 Isherwood, Sr., and Albert F. Alfonso. Ernest G. Paschoal resigned on Dec. 16, 1974. The term of Shigeru Kimura expired on Dec. 31, 1974. Francis Y. Sugai, Edward S. Miyake an d Dr. John F. Chalmers continued as Council members, having been appointed during the previous fiscal year.

The Civil Defense Advisory Council is established and organized under the Hawaii Revised Statutes, Chapters 26 and 128. Established in 1951, the Advisory Council provides an effective and reliable public body that the governor or the director of State Civil Defense may consult on civil defense matters. The Advisory Council has no authority to judge or to render decisions but resides in an advisory capacity. Appointed by the governor, its seven members serve without compensation but provide an invaluable community service to the counties they represent.

Serving on the Advisory Council for 2003 are retired Capt. Gerald Coffee (chair, Oahu), Edith Pascua (Oahu); Linda Tseu (Oahu), Dr. Ann Sakaguchi (Oahu), Alejandro Lomosad (Kauai), Anthony Castberg (Hawaii) and Manny Kuloloio (Maui).

Gabe Kilakalua Jr., was the advisory council chair until his term expired in June 2003.

Over the years, the Advisory Council has provided positive response and helpful community insight to civil defense programs and activities. In this manner, the Council’s productive contributions have helped strengthen and promote a vital civil defense system in the State of Hawaii.

The 2004 members of the Civil Defense Advisory council are Gerald Coffee (chair, Oahu), Edith Pascua (Oahu), Linda Tseu (Oahu), Di: Ann Sakaguchi (Oahu),Anthony Castberg (Hawaii), Manny Kuloloio, (Maui), and Myron Dobashi, replacing Alejandro Lomosad, whose te1m expired at midyear, as the Kauai member on the Advisory Council.
