The RRB’s mission is to conduct continuous recruiting, retention, and attrition management activities and community events to achieve authorized end-strength objectives and operational force readiness requirements for the HIARNG. It is headquartered in Kapolei, while running recruiting and retention operations on the islands of O‘ahu, Maui, Hawai‘i, Kaua‘i and Lana‘i in support of HIARNG units.

The 117th MPAD’s mission is to provide direct public affairs support to units deployed in support of Army, joint, interagency, intergovernmental and multinational operations. On order, provides National Guard civil support throughout Hawai‘i.

The 230th ENG, EVCC’s mission is to provide ready forces to support federal and state missions and provide vertical and horizontal engineering support in the construction, repair, and maintenance of infrastructure to support domestic, overseas missions, and provides National Guard civil support throughout Hawai‘i.

297th Engineer Detachment, Firefighting Team (297th ENG Det)

The firefighting team’s mission is to mobilize and deploy to any theater of operations to provide fire protection for aviation assets and other major facilities and to provide firefighting services during peace time in support of local civil authorities. On order, provides National Guard civil support throughout Hawai‘i.

Company B, 777^th Aviation Support Company (Co B 777^th ASC)

The Co. B, 777th ASC is headquartered in Kalaeloa with detachments in Puerto Rico, Arkansas, and Alaska. Its mission is to provide aviation field-level maintenance, quality assurance, production control and supply management for the supported aviation unit and Expeditionary Combat Aviation Brigade as part of the global force pool of operational forces. On order, provides National Guard civil support throughout Hawai‘i.

The Chinook unit’s mission is to mobilize and deploy worldwide to conduct combat, combat support, combat service support to heavy lift operations throughout all modes of flight (day, night, and night vision devices) in support of unified land operations. The Lakota helicopter unit’s mission is to conduct aviation security, reconnaissance, support and other operations for Homeland Security and Defense, counter drug operations, and defense support to civil authorities, and other agencies as approved by the Secretary of Defense for both the Continental U.S. and outside the Continental U.S. areas of responsibility.

The MEDEVAC mission is to mobilize and deploy worldwide in order to perform aeromedical evacuation operations and flight operations within an area of responsibility. The aviation support unit’s mission is to mobilize and deploy worldwide to provide direct and habitual combat service support to the Theater Aviation Sustainment Maintenance Group. On order, provides National Guard civil support throughout Hawaii.

50th QM DET’s mission is to provide field feeding support for up to 700 Echelons above Brigade personnel as well as provide National Guard civil support throughout Hawai‘i.

1^st Battalion, 298^th Multi-Functional Training Regiment (1-298^th MFTR)

The battalion functions as a regional training institute. It provides combat arms and leadership instruction within the 11B career management field. In compliance with TRADOC, the Maneuver Center of Excellence and proponent guidance, the unit also administers the state’s Officer Candidate School and Warrant Officer Candidate School. The mission of the 1-298th MFTR is to develop highly trained leaders prepared to support the HIARNG and unified land operations for the Department of Defense.

2^nd Battalion, 298^th Regiment, Multi-Functional Training Regiment (2-298^th MFTR)

The battalion trains Soldiers from the Active Duty Army, Army Reserve and National Guard. Its primary function is to develop future Noncommissioned Officers and leaders through the Basic Leader Course and the Common Faculty Development – Instructor Course. The curriculum focuses on fundamental Soldier skills and leadership competencies, providing leaders with the critical knowledge, skills, and resources necessary to train and lead effectively under all operational conditions, in support of the HIARNG and Department of Defense unified land operations.

Ordnance Training Company, Regional Training Site-Maintenance (OTC, RTS-M)

The OTC, RTS-M conducts 91B functional and non-functional maintenance courses (encompassing Career Management Field 91/94 Senior Leader Course and Wheeled Vehicle Recovery Operations 091-ASIH8) to develop future leaders in accordance with TRADOC and Combined Arms Support Command standards.

OTC, RTS-M remains the premier Army maintenance training institution in the Pacific region. Through effective resource management, it provides costefficient, high-quality training to Soldiers from the Active Duty Army, Army Reserve and National Guard within a professional schoolhouse environment staffed by subject matter experts from the HIARNG maintenance community.

Pearl City, Hawaiʻi

93^rd Chemical, Biological, Radiological, and Nuclear Enhanced Response Force Package (93^rd CERF-P)

The 93rd CERF-P is a specialized team that responds to Chemical, Biological, Radiological, Nuclear, or High Yield Explosive (CBRNE) incidents within FEMA Region IX, deploying within six hours of formal alert. Their primary mission is to support local, state and federal agencies in consequence management by providing critical capabilities to operate in contaminated environments.

• The 93rd CERF-P team is trained to perform a range of tasks, including:
• Coordinating internal and external logistics services
• Establishing internal and external communications
• Conducting decontamination operations for mass casualties, including ambulatory and non-ambulatory patients, as well as technical decontamination
• Searching for and extracting casualties in contaminated environments
• Using rigging techniques to lift and move heavy debris

In addition to these skills, the team is equipped with specialized equipment for excavation support and shoring, and is trained in:

• Basic and light search and extraction
• National Fire Protection Association confined-space entry (non-permit)
• Hot zone triage, patient packaging, and medical treatment for approximately 330 ambulatory, non-ambulatory, and critical patients
• Medical triage and initial treatment
• Stabilization of critical and non-critical patients for civilian transport

The 93rd CERF-P team also provides limited expeditionary search and recovery capabilities, as well as search and recovery operations in contaminated environments.

93^rd Civil Support Team, Weapons of Mass Destruction (93^rd CST WMD)

The 93rd CST supports civil authorities at the direction of the Governor at domestic CBRNE incident sites by identifying agents/substances, assessing current and projected consequences, advising on response measures, and assisting with requests for additional support in order to help save lives and minimize property damage.

The 93rd CST consists of 22 full-time Guardsmen (18 Army, Four Air) who are postured for immediate recall 24/7, primarily in a Title 32 operational status.

Counterdrug Program (CDP)

The CDP supports Federal, State, and local Law Enforcement Agencies (LEAs), Community Base Organizations (CBOs) and other government agencies in their efforts to reduce the supply and demand for illicit drugs within the state. The CDP Analyst Support section assists LEAs with criminal data analysis to detect, interdict and curtail illicit drug trafficking activities. The HING CDP Drug Demand Reduction Outreach section assists the High Intensity Drug Trafficking Area Prevention Initiative in supporting CBOs, LEAs, and government agencies with training, planning, decision making, and interagency collaboration to reduce substance misuse and its destructive impact on our communities
