The forum recommends hazard mitigation strategies and programs to the director of State Civil Defense. The program undertakes projects and activities to help increase disaster resistance via construction and retrofit projects. The forum is also actively involved in public information and awareness activities.

Hazard Mitigation Program. During 2002, the Hazard Mitigation Grant Program completed the hardening of the Neal S. Blaisdell Complex which now provides emergency shelter space for 7,800 people. Oahu has the greatest shortage of shelter spaces in the state, and the new addition will help fill the gap. The Blaisdell project joins the recent addition of the Hawaii Convention Center, which has the capacity to house 20,000 people. Other projects include the retrofit of Kauai fire stations to withstand flying debris and wind forces up to 100 mph. Maui County’s Emergency Operating Center is now floodproofed, and upgrades to six radio relay sites handling police, fire and civil defense emergency communications have been completed on the Big Island.
