Command Sergeant Major William L. Duncan

Command Sergeant Major William L. Duncan, Jr. was born on 16 September 1927 and raised in Honolulu, Hawaii. He entered the army in august 1946.

Upon completion of service with the army, CSM Duncan enlisted in the Hawaii Army National Guard’s 298th infantry regimental combat team in march 1948.

His service in the U.S. Army and the Hawaii Army National Guard spanned 43 years, during which he held key noncommissioned officer leadership positions, to include squad/section leader, platoon sergeant, first sergeant and command sergeant major at battalion and major subordinate command levels. In October 1986, he was appointed as the first full time state level command sergeant major for the Hawaii Army National Guard.

Command Sergeant Major is a graduate of the 25th Infantry Division noncommissioned officer academy, senior NCO leadership course and the Hawaii military academy senior NCO course.

His awards and decorations include the meritorious service medal, army commendation medal, army achievement medal, world war II victory medal, armed forces reserve medal, army reserve components achievement medal, NCO professional development ribbon, army service ribbon, Hawaii national guard medal for merit, Hawaii national guard commendation guard service medal, and duty service ribbon.

He is a member of the association of the u.s. army, noncommissioned officers association of the u.s., enlisted association national guard of the u.s. and the Hawaii national guard enlisted association.

Command Sergeant Major Duncan is married to the former May L. Ouchi of Honolulu, Hawaii, and they have two daughters, Sylvia and Debra, and one son, James. They all reside in Honolulu, Hawaii.

Command Sgt. Maj. William L. Duncan Jr., the Hawaii Army National Guard’s top enlisted soldier, retired after more than 43 years of military service.

Duncan, 62, served as the state adjutant general’s senior enlisted advisor from October 1986 to September 1989.

He was honored at the 29th Infantry Brigade (Separate) headquarters.
The military ceremony in his honor included soldiers from the 29th Inf.
Bde. (Sep.) and Troop Command. The 111th Army Band performed pre-ceremonial and ceremonial music.

Duncan, a Hawaii Kai resident, served in a variety of units and leadership positions in the last 43 years.
