Separations and Transfers

This section provides resources and guidance on the assignment and transfer of enlisted personnel within the Army National Guard

Conditional release:

Inactive National Guard (ING)

Often referred to as the Inactive Guard or Inactive Army National Guard, is a specific administrative status within the Army National Guard (ARNG) for enlisted Soldiers only (commissioned officers and warrant officers are not eligible). It functions as part of the Ready Reserve of the U.S. Army and is similar to the Individual Ready Reserve (IRR) but unique to the ARNG, with ties to the state/territorial National Guard rather than purely federal reserve structures.

Unsatisfactory Participation (UNSAT)

Often called “unsatisfactory participant” status refers to a Soldier in the Army National Guard (ARNG) or U.S. Army Reserve (USAR) failing to meet required participation standards in the Selected Reserve (drilling unit status). This is governed primarily by AR 135-91 (Service Obligations, Methods of Fulfillment, Participation Requirements, and Enforcement Provisions)

Individual Ready Reserve (IRR)

Sometimes informally or historically referred to as the Inactive Ready Reserve, is a category within the Ready Reserve of the U.S. Armed Forces. For the Army (including former Active Army, Army Reserve, and Army National Guard members transitioning out), it serves as a manpower pool of trained Soldiers who are not assigned to a drilling unit but remain available for potential mobilization

Conditional Release

Formal authorization that allows a service member to process for enlistment, appointment, or transfer into another military component or service (e.g., Active Duty Army, U.S. Army Reserve, another branch like Air Force, Navy, etc.) while still fulfilling certain obligations to their current component until the transfer is complete
