Deputy Adjutant General

BRIGADIER GENERAL PHILLIP L. MALLORY

Brigadier General Phillip L. Mallory assumed his duties as the Deputy Adjutant General for the state of Hawaiʻi, Department of Defense on Oct. 1, 2024.

General Mallory commissioned from the U.S. Air Force Academy in 1998 and graduated from Undergraduate Pilot Training at Laughlin Air Force Base, Texas in 1999. He has commanded the 169th Air Defense Squadron; 201st Combat Operations Squadron; 298th Air Defense Group; 154th Operations Group and served in the Pacific Air Forces’ Policy and Strategy Division (A3/5/8/9) as an Action Officer.

A command pilot with 26 years of service, he has flown missions in support of Operations Noble Eagle, Northern Watch, and Southern Watch. Prior to his current position, the General was the Commander of the 154th Wing, Hawaiʻi Air National Guard, at Joint Base Pearl Harbor-Hickam, Hawaiʻi. The 154th Wing provides agile, wartime-ready airmen and mission capabilities across four islands responding to state civil emergencies and worldwide contingencies utilizing C-17A, KC-135R and F-22A aircraft. In partnership with the 15th Wing, General Mallory employed Total Force combat and peacetime capability to state and global operations.

In addition to federal mobilization, Brigadier General Mallory served on several State Partnership Program missions with the military forces of Indonesia and supported the Joint Task Force-50 with 154th Wing Airmen and assets in the recent Maui Wildland Fires in 2023.

He is a graduate of the Joint and Combined Warfighting School, the Air War College, and holds a Bachelor of Science, Operations Research, United States Air Force Academy, Colo. General Mallory is a Distinguished Graduate of the U.S. Air Force Weapons Instructor Course with more than 2,700 hours, including more than 50 combat hours, in the F-22A, F-15A/B/C/D, C-17A, KC-135R, and AT-38B aircraft.

Brigadier General Mallory’s major awards and decorations include the Meritorious Service Medal with oak leaf cluster, the Air Force Commendation Medal with two oak leaf clusters, the Air Force Outstanding Unit Award with “V” device and two oak leaf clusters and the Headquarters PACAF “Guard Officer of the Year.”

He is married to the former Barbara LeBlanc and has one son, Phillip Robert, and three daughters, Kiera, Lily, and Isabella.
