Pane Mai Question: 7/9/2025 “AGR Vacancies”

July 15, 2025

Question for TAG and CSEL

Who has the priority with filling AGR Vacancies? We have some unit level AGRs covering down for 2 AGR positions at the unit level for months now, but yet it looks the BNs and BDE get the priority to be filled first. Is that how it works? The S1, S3, and S4 work for the units correct? With that said l’d think we’d backfill unit level AGR before the higher echelons.

Answered by HIARNG Chief of Staff

A nationwide AGR Hiring freeze remains in effect. MSCs establish priorities for AGR fills. If there are unit level positions requiring fill, then it’s the MSC responsibility to prioritize those over HQ positions.  AGR backfills are requested as losses occur, but the selection and transfer or hiring timeline varies based upon multiple factors.  For example, a forecasted retirement typically provides ample time to backfill the loss before the position is vacant, but an EPS promotion might not be backfilled before the promoted Soldier is required to report to their next assignment.

Generally, entry-level AGR positions take longer to fill because of the JVA and hiring process and most unit positions (2/3) are entry level, while only 1/3 of battalion, and 1/6 of brigade positions are entry-level.  Additionally, MSCs are only authorized a certain number of AGR authorizations – organizational priorities may shift AGR authorizations from MSC to MSC based on readiness requirements. EAMAC also has a part in the process.

Lastly, other drivers that impact AGR fills include total AGR execution state-wide. HIARNG is not authorized to exceed our total AGR authorized strength.
