Pacific Caucus
State Civil Defense provides the chair, hosts and coordinates the activities of the Pacific Caucus of Emergency Managers. In addition to Hawaii, members include Guam, American Samoa, Republic of the Northern Mariana Islands, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau.
The Pacific Caucus was formed in Honolulu in 1988 to give Hawaii’s Pacific island neighbors a voice and a presence in the national emergency management arena. The multinational group holds annual meetings in Honolulu and is formally recognized as a fully vested member of the National Emergency Management Association, a body representing all directors. Plans are underway to fund a full-time Caucus Executive Director and administrative support.

The Pacific Region Emergency Management Caucus was formed in 1989 and provides the Pacific Region a voice in national emergency management issues and activities. In addition to Hawaii, members include representatives from Alaska, Guam, American Samoa, Republic of the Northern Mariana Islands, Federated States of Micronesia, Republic of the Marshall Islands, and the Republic of Palau. The Caucus is a voting member of the National Emergency Management Association made up of state directors. The body has successfully brokered congressional program and policy decisions for positive change in state delivery of emergency management services. The vice director of Civil Defense currently serves as the NEMA Regional Vice President for the Pacific Caucus.
