1991 Oahu Floods

Heavy rains, floods hit Oahu. Twelve days of drenching rains in March were followed by extensive flooding on the north windward shores and south central portions of the island, Mar. 19-23. Several evacuation shelters were opened as flood waters drove people from their homes, blocked roads and isolated residents.
An emergency declaration was signed on March 22. Heavy rains continued and the Red Cross opened disaster assistance centers in Waipahu and Laie. The Governor proclaimed a disaster on March 26 and requested federal assistance from the Small Business Administration.
Disaster application centers were opened at Waipahu Recreation Center and Brigham Young University, Apr. 3-9. Staffed by federal, state and county agencies, the centers provided one-stop service for disaster assistance programs.
By the end of the fiscal year, the Small Business Administration had approved 81 individual and business loans totalling nearly $1.2 million. State disaster assistance to the city and county of Honolulu amounted to $315,000 for public projects
