Chief Master Sergeant William A. Parker

Chief Master Sergeant William A. Parker serves as the Command Senior Enlisted Leader, Hawaii National Guard and Command Chief Master Sergeant, Hawaii Air National Guard. In this position he leads Army and Air Total Force Guardsmen in the State of Hawaii. His responsibilities include advising the Adjutant General and the Hawaii Air National Guard Commander on matters affecting the readiness, training, professional development and effective utilization of assigned enlisted personnel and coordinating with headquarters staff, commanders and senior personnel on administration and implementation of NGB and State policy.

Chief Parker grew up in Crawfordsville, Indiana where is graduated from Crawfordsville High School in 1988. His military career began a year later when he enlisted in the Air Force in 1989. Since then Chief Parker would serve as a Heavy Equipment Operator at Fairchild AFB, WA for 5 years and then cross-train into Civil Engineer (CE) Production Operations working the unit’s mobility program. In 1994, while deployed to Ali Al Salem AB, Kuwait, he would get his first reassignment to Hickam AFB, HI. There, he continued as a Prime BEEF program manager until he cross-rained again in 1996 into the Disaster Preparedness and now Emergency Management , 3E9X1 career field where he stayed at Hickam until Oct 2002. He relocated to McConnell, AFB, Kansas for a short time and then transitioned back to Hawaii and into the Hawaii Air National Guard in Aug2004 and became a fulltime member in July 2005.

In December 2007, Chief Parker integrated the Hawaii ANG Emergency Management program with the active duty (ANG/AD benchmark) and them in again in 2010 with the Navy as part of Joint Basing.He was the Flight Chief of the JB EM office responsible for program policy and oversight for over 90K military, civilian employees and families on the most diverse JB in the Department of Defense. He has augmented PACAF IG on numerous inspections and is well versed in PACOM operations. He served on several panels and was the HIANG TOP III President from Jan 2013 -2015. He has been on multiple deployments and recently returned from Bagram, Afghanistan where he served at the Civil Engineer Chief Enlisted Manager and Operations Superintendent. Chief Parker mentors at risk youth through an outreach program and is very active in his local church.
