Chief Master Sergeant Zandra O. Fox

Jan 2023 – Present

Chief Master Sergeant Fox Graduated from Basic Military Training at Lackland Air Base, Texas in February 2000. Followed by graduating from Education and Training course at Keesler Air Force Base, Miss in November 2006, Aerospace Control and Warning Systems at Keesler Air Force Base, Mississippi, in April 2000. She has also served under State Enlisted Development Tour. Chief Master Sergeant Fox has held numerous positions while assigned to the Air National Guard Readiness Center. Prior to assuming her current position, she served as the Command Chief of the Hawaii Air National Guard Superintendent, 154th Force Support Squadron, Hawaii Air National Guard, Joint Base Peal Harbor, Hickam, Hawaii. As Superintendent, she managed Manpower and Personnel, Customer Service, Force Development, and Services. She also served as a System Analysts Requirements Writer at Headquarters Air Force Personnel Center, Randolph Joint BaseSan Antonio, Texas. She served as the liaison between the Program Manager Office and the Business Process Owners for Total Force systems requirements requests. She has also served as a Formal Training and Professional Military Education Program Training Manager at the Air National Guard Readiness, Joint Base Andrews, Maryland. As a military guardsman, Chief Master Sergeant Fox brings more than 21 years of experience to the United States Air Force.

Cmd. Sgt. Maj. Dana W. Wingad

Mar 5, 2019 – Jan 2023

CSM Dana W. Wingad enlisted in the United States Army on October 16, 1992 as an Airborne Anti-Armor Infantryman. On December 21, 1995, he joined the Hawaii Army National Guard (HIARNG) and was working as a civilian for the Maui Police Department. In 2003, he began working full-time as an Active Guard Reserve Soldier for the HIARNG. During his career he has held many leadership and responsibility positions, some of them include: Airborne Infantryman, Team Leader, Squad Leader, Platoon Sergeant, First Sergeant, Brigade Operations Sergeant Major, Battalion Command Sergeant Major, NCOA Commandant, and Command Sergeant Major for the Hawaii Army National Guard. He possess a Bachelor’s of Science Degree in Criminal Justice and a Master’s Degree in Education. CSM Wingad bas deployed twice in support of Operation Iraqi Freedom.

Chief Master Sgt. William A. Parker

Mar 2015 – Mar 2019

Indiana-born William. A. Parker graduated from Crawfordsville High School in 1988 and enlisted in the U.S. Air Force in 1989. Be served in Civil Engineering as a heavy equipment operator at Fairchild Air Force Base, Wash., then cross-trained into pro­duction operations and ran the unit mobil­ity program. ID 1994, he deployed to Ali Al Salem Air Base, Kuwait then on to Hickmam AFB as a Prime Base Engineer Emergency Force (BEEF) program manager. In 1996, he transitioned into a disaster preparedness (now emergency management) field. He joined the Hawaii Air National Guard in 2004. Parker integrated the HIANG and active duty emergency management pro­grams. His deployments include moat re­cently Bagram AB, Afghanistan, as the civil engineer chief enlisted manager and opera­tions superintendent. He became 154th Civil Engineer Squadron’a senior enlisted leader in December 2018 before becoming the State HING and BIANG command chief under Adjutant General, MG Arthur J. Logan in March 2015. Parker earned his Bachelor of Arts in Emergency and Disaster Management, from American Military University in 2014. He mentors at-risk youth through an outreach program and is active in his local church.

Chief Master Sgt. Robert S.K. Lee III 

Feb 2010 to Mar 2015

Johnson Airbase, Japan-born Robert Lee graduated from Castle High School, in 1974. He enlisted in the U.S. Air Force, in1980 and served as a Satcomm/wideband technician in McClellan Air Force Base, Ca. He transferred to an active duty unit at Wheeler AFB. Lee joined the Hawaii Air National Guard’ s 169th Aircraft Control and Warning Squadron, in 1987 and by 1990, was full-time air technician assign to the Mt. Kaala Air Force Station and later at the Wheeler facility. He became 154th Wing’s command chief master sergeant in December 2006 and in February 2010 the State HING and HIANG command chief under adjutant generals MG Robert G.F Lee and MG Darryll D.M. Wong. Lee earned his Bachelor’s of Science in Occupational Education, Wayland Baptist University, HI, in 2009. He’s been a member of the HIANG Base Honor Guard program since 1998, and served as the State program’s superintendent from 2002 to 2006. He is also a member of the HIANG’s ceremonial Royal Guard.

Chief Master Sgt. Denise M. Jelinski-Hall 

Dec 2006 to Jan 2010

Denise Michelle Jelinski-Hall, from Little Falls, Minn., joined the U.S. Air Force in 1984 and trained as an air traffic controller. In 1987, she joined the California Air National Guard and in 1990 transferred to the Hawaii Air Guard’s 297th Air Traffic Control Flight. Jelinski-Hall moved to the 201st Combat Communications Group Headquarters and then to the 154th Wing where she was promoted to command chief master sergeant. She served as command chief for both the HIANG command the State during MG Robert G.F. Lee’s tenure as adjutant general. Her Hawaii Air Guard awards include the 1992 Air Traffic Controller of the Year, 1997 NCO of the Year, and 2001 Senior NCO of the Year. The National Guard Bureau recognized her with the 2008 DOD Trailblazer Award. She earned an Associates of Airway Science Degree from the Community College of the Air Force, in 2007. She completed her military career as the senior enlisted leader to NGB Chief, Gen. Craig R. McKinley, from 2010 to 2013.

Sgt. Maj. Vernon A. Nakasone 

Jul 1999 to Dec 2006 

In 1971, Vernon Nakasone graduated from Roosevelt High School and joined the U.S. Air Force, serving as an avionics technician until 1975. His active duty tours included overseas assignments in Taiwan and Thailand. He joined the Hawaii Army National Guard in 1976 and worked full-time for more than 27 years, primarily as an avionics technician at the Army Aviation Support Facility #1, Wheeler Army Air Field. Nakasone earned associates degrees in liberal arts and information/computer sciences at Leeward Community College. He was the CSM at the 298th Regional Training Institute for two years before he became the state’s senior enlisted advisor under State Adjutants General MG Edward L. Correa Jr. and MG Robert G.F. Lee. As well as managing the programs that affect the enlisted soldiers and airmen, he accompanied Lee on his visits of the troops in Iraq, Kuwait and Afghanistan. Hawaii Army Guard’s post-9-11 mobilizations peaked from 2004 to 2005, when 87 percent of the HIARNG Soldiers were activated – the highest percentage in the nation.

Sgt. Maj. James K. Kahalehoe Jr. 

Dec 6, 1993 to Dec 5, 1998 

After graduating from Roosevelt High School, in 1969, James Kalakahi Kahalehoe joined the Army as part of the last 25th Infantry Division’s all Hawaii Company. He served at Schofield Barracks as a radar crewman, until he was offered an early out option and was honorable discharge after two and a half years. In 1977, he joined the Hawaii Army National Guard’s 298th Engineer Detachment. His career took him to Headquarters Installation Command, which became Troop Command, to the 297th Supply and Service Battalion as its command sergeant major. In 1993, the adjutant general MG Edward V. Richardson appointed him to be the State’s senior enlisted leader. During his tour at the State DoD the Army Guard’s promotion system was revised and Hawaii started its Youth CalleNe Program. As a civilian he worked more than 30 years as a high-voltage electrician at Pearl Harbor Naval Facilities. Kahaehoe completed his military career as the sergeant major of HIARNG G4 (Logistics) and lastly as USAPAC G4 sergeant major.

Sgt. Maj. Clement Y.F. Hew 

Sep 11, 1989 Apr 29, 1993 

Kula, Maui’s Clement Yuen Fah Hew attended Iolani High School for a year and graduated Kaimuki High School, in 1950. His 40-year Hawaii Army National Guard career began in 1949 with the 298th Artillery Group (Missile). In 1970, Hew moved to the 1st Battalion, 487th Field Artillery, where he progressed from sergeant first class through command sergeant major. He served as the 29th Infantry Brigade’s CSM for more than two years before taking the helm as HIARNG CSM and State CSM in 1989. Hew worked for 34 years as a surveyor with the City and County of Honolulu’s engineering division and volunteered as an assistant baseball coach for Iolani School’s varsity team for 27 years. The 1970 Guardsman of the Year, continued the enlisted recognition program while serving as senior enlisted advisor to State Adjutant Generals MG Alexis T. Lum and MG Edward V. Richardson.

Sgt. Maj. William L. Duncan Jr. 

Oct 1986 to Sep 1989 

William Leialoha Duncan Junior’s 43 years military career began when he joined the U.S. Army in 1946, two years after graduating from Farrington High School. After completing two-years of active duty, he enlisted in the Hawaii Army National Guard’s 298th Regimental Combat Team. He served as the first sergeant of the Nike Hercules battery of the 298th Artillery Group (Air Defense), stationed at Bellows Field. He became the command sergeant major the newly organized 298th Field Depot. The Depot was reorganized as Headquarters Installation Command and later Troop Command. Duncan became the Hawaii National Guard’s first full-time State CSM under Adjutant General MG Alexis T. Lum. The 1969 HIARNG Soldier of the Year was the HIARNG CSM in addition to the State CSM. His charter was to improve directives and programs that affect the enlisted soldiers and airmen.
