Short arrived in Hawaii about the end of 1893. He enlisted as a full time member of the National Guard in January 1894. He was later employed in the custom house by the Republic of Hawaii and continued there under the United States government until his retirement in 1930.

At the time of his enlistment he stated he was born in the United states, but the place is not given.
