The 103rd Troop command was organized on 1 November, 1986 in Waiawa, Pearl City. It was previously known as Headquarters Installation Command. At the time, the 103rd Troop Command comprised of the 193rd Aviation Battalion (Attack Helicopter) stationed at Wheeler AAF, the 297th Supply and Services Battalion with companies in Wahiawa and Pearl City, and the 298th Engineer Detachment in Honolulu. Although 111th Army Band and the 117th Mobile Public Affairs Detachment was already in existence in the Hawaii Army National Guard, it was not a subordinate unit of the 103rd Troop Command during this period.
