Why is the hiring process based on tiers? Soldiers who have the MOS are not necessarily the best qualified. Historically the Soldiers hired in the HIARNG were not always MOSQ and turned out to be the best for those positions. I believe the tier boarding process is flawed and it doesn’t give Soldiers the ability to compete with their peers to further their careers in the HIARNG.

Great question. The Tier levels have nothing to do with MOS qualification. The Tier options are as follows:
On-Board HIARNG AGR Only, HIARNG Soldiers Only, Statewide (Any COMPO in HI), and Army National Guard (Nationwide).
In the recent past, the unit AO was the approving authority to determine what Tiers were used for each JVA published. A recent change, with immediate implementation, is that the HIARNG CoS office is now the approving authority for each JVA checklist.
Regarding MOS qualification – please read up on Chapter 2 of Army Regulation 135-18. Table 2-1 lists qualifications for entry and subsequent service in the AGR program. Only E5 and below positions allow “Potential to become MOSQ within 12 months”. E6 and above are mandated to be MOS qualified. This regulation has changed along the years, and it may not be the same as when our current AGRs entered the system.
