PANE MAI QUESTION: 1/15/2025 “Conditional Release”

Question for the TAG, but answered by the CSEL:

I am a young guardsman looking to further my military career and ease my financial burden by pursuing a more active role by either attempting to go AD or looking into AGR/ADOS mobilizations.

The question I would like to respectfully inquire into is “What is the current policy/process regarding getting released into active duty via conditional release?”

I ask this question due to the scarcity of information provided via the current HIARNG webpages and for other Soldiers looking toward getting a conditional release such as myself.

Mahalo for the question and for leaving your contact info. I am taking this question for TAG.

The HIARNG does not have a policy for conditional release as there is regulation that governs the process. National Guard Regulation (NGR) 600-200, section VII, paragraph 4-28 explains the very basic requirements. Currently, the approval authority is delegated to the HIARNG CG (Brigadier General Tahara).

I have attached a copy of the NGR for you to see.

To answer the second part of your question regarding the process:

First step – you will need to find a recruiter in the service you are trying to enter. If you qualify, they will complete the DD Form 368 for you.

Second – bring the DD Form 368 to your Readiness NCO and begin working on your packet. Items include: Conditional Release Request Checklist, Soldier’s request (Memorandum format), DA Form 4856 (Counseling Form), HIARNG Pathways Program counseling memorandum, NGB Form 23B, IPPS-A Soldier talent profile, screenshot of GTC balance, OCIE turn in verification.

Your Readiness NCO will assist you with the packet, then route it to your Battalion S1, then Brigade S1, then the HIARNG G1.

This is a somewhat complicated process that requires many signatures and may take a few months to get processed. Please ensure you work closely with your Readiness NCO and complete all requirements that they require.
