Chief Master Sgt. William A. Parker

Chief Master Sergeant William A. Parker, serves as the Chief Enlisted Manager and Operations Superintendent for the 154th Civil Engineer Squadron and the Hawaii Air National Guard Emergency Manager (EM). In this position his responsibilities include advising the Wing Commander on the EM program affecting all HIANG personnel and assisting the CE commander in effectively executing the operations and maintenance of nearly one million sq./ft. of facilities supporting C-17, KC135 and F22 aircraft in the Air National Guard’s largest Wing. 

Chief Master Sergeant Parker was born in Crawfordsville, IN in 1970. In the summer of 1988, he graduated from Crawfordsville High School in Indiana. His military career began a year later when he enlisted as an Airman Basic/E-1 in the Active Duty Air Force April 4, 1989. He completed Basic Military Training at Lackland Air Force Base, Texas, and Pavements Maintenance Specialist Technical Training School at Sheppard Air Force Base, Texas in the summer of 1989. 

Since then Chief Master Sergeant Parker would serve as a Heavy Equipment Operator at Fairchild AFB, WA and them cross-trained into Civil Engineer (CE) Production Operations working the unit mobility program. In 1994, while deployed to Ali Al Salem AB, Kuwait, he would get his first reassignment to Hickam AFB, HI. There, he continued as a Prime BEEF program manager until he cross-rained gain in 1996 into the Disaster Preparedness, 3E9X1 career field where he stayed at Hickam until Oct 2002. He relocated to McConnell, AFB, KS for a short time and then transitioned back to Hawaii and into the Hawaii ANG in Aug 2004 and became a fulltime member in July 2005. 

In December 2007, Chief Master Sergeant Parker integrated the HIANG Emergency Management Program with the Active duty and them in again in 2010 with the Navy as part of Joint Basing. He has augmented PACAF IG on numerous inspections and is well versed on PACAF/PACOM operations. Chief Master Sergeant Parker has been the HIANG TOP III President from Jan 2013 -2015. He has been on multiple deployments and recently returned from Bagram, Afghanistan where he served at the Civil Engineer Chief Enlisted Manager and Operations Superintendent. Chief Parker mentors at risk youth through an outreach program and is very active in his local church.
