SALARY: $62,517.00 to $81,272.00 per annum plus COLA

LOCATION: Recruiting and Retention Battalion, Hawaii Army National Guard, Waimanalo, Hawaii

RECRUITMENT AREA: Present Enlisted members (E-4 to E-8) within the Hawaii Army National Guard
SUMMARY OF DUTIES: The purpose of this position is to provide support to the ARNG Supervisory Human Resources Specialist (Military), otherwise known as the Recruiting and Retention Manager (RRM), in the administrative and program operations of the recruiting and retention function.
- Participates in developing procedures and the administrative operations of the recruiting and retention program.
- Participates in the development of written guidelines pertaining to the recruiting and retention program such as local regulations, supplements to Department of Army (DA) or National Guard Bureau (NGB) regulations, circulars, and standard operating procedures (SOPs)
- Submits proposed budget request to the RRM for review and approval.
- Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures.
- As required, the incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc.
- Performs other duties as assigned.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.
SPECIALIZED EXPERIENCE: Must have at least one year specialized experience equivalent to at least the next lower grade (GS-07). Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant’s educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program’s business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
CONDITIONS OF EMPLOYMENT:
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- May occasionally be required to work other than normal duty hours; overtime may be required.

OTHER REQUIREMENT:
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.
d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.
e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
f. Final selection will be based upon qualifications, suitability, and available manpower resources.
g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.
h. Financial Suitability – It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual’s employment experience will be used only to determine the person’s qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual’s personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination.
i. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.
j. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.
k. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T5/T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
l. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
m. Candidates above the grade of E-8 must include in their application the willingness to take a voluntary downgrade in order to be considered.
n. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
