POSITION: Primary Prevention Specialist (PREV WF), GS-0101-12
SALARY: $93,445 to $121,482 per annum plus COLA

LOCATION: Joint Staff, Hawaii Army National Guard, Honolulu, Hawaii

SUMMARY OF DUTIES: The primary purpose of this position is to directly support the development and execution of policies, programs, and procedures for implementing integrated primary prevention activities relating to self-directed harm (i.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed abusive thoughts, suicide attempts and suicides), and interpersonal violence (i.e., sexual assault, workplace harassment, and domestic violence), averting harm or abuse before it occurs.
- Advances policies, practices, and plans outside of the existing Resilience, Risk Reduction and Suicide Prevention (R3SP) (Army) and Suicide Prevention (Air) office, among others, for equities specific to self-directed and interpersonal harm primary prevention.
- Serves as the Subject Matter Expert (SME) conducting educational briefings for JFHQ leadership and key Program Managers (including Family Programs, Chaplains, Equal Opportunity, Resilience/Suicide Prevention, and IPP).
- Assists with IPP needs assessments. Collects qualitative and quantitative data from Wing/Region activities relative to integrated self-directed and interpersonal harm prevention to ensure program fidelity using NG furnished measures.
- Maintains a parallel and clearly defined supporting role to existing JFHQ data collection efforts and advocates prevention messaging with sensitivity to pre-existing trauma.
- Supports and participates in state-level committees, boards, and working groups.
- Performs other duties as assigned.

GENERAL EXPERIENCE:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
CONDITIONS OF EMPLOYMENT & NOTES:
- Must be able to obtain and maintain a secret security clearance. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
2. Must be able to obtain required certifications, as applicable.
3. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
4. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
*5. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
6. May require travel in military and/or commercial aircraft to perform temporary duty assignments.
7. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
8. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
OTHER Requirements:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

g. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
– Dismissal from employment for delinquency or misconduct;
– Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
– Intentional false statement or deception or fraud in examination or appointment;
– Habitual use of intoxicating beverages to excess;
– Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
– Any legal or other disqualification which makes the individual unfit for service;
– Lack of United States Citizenship.
j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.
