SUBJECT: Stray and Feral Animal Control Policy

1. Effective 1 Jul 2024 (Initial policy)

2. Applicability. This policy directive applies to all service members, civilians, family members, contractors, and other personnel who work on, reside on, or visit any State of Hawai’i, Department of Defense Divisions and Staff Offices.

3. Purpose. This directive establishes policy and procedures governing the prevention and control of stray, feral and/or wild animals at all State of Hawai’i, Department of Defense installations and facilities to protect the health and safety of all personnel, prevent damage to facilities and equipment, and protect wildlife populations.

5. General. The prevention and control of stray, feral and/or wild animals at all State of Hawai’i, Department of Defense installations and/or facilities is implemented using various pest management programs. These programs are conducted by contractors and federal/state agencies to prevent any adverse impacts on readiness, human health, morale of personnel, interference with operations, contamination of feed supplies, destruction of real property, and federal and state protected species.
Stray feral, and/or wild animals can also harbor ectoparasites (ticks, fleas, mites) that may potentially leave the animal and infest areas where personnel work and/or live exposing personnel to diseases. The feeding and harboring of stray, feral and/or wild animals complicates these measures and programs and increases expenses. Stray, feral and/or wild animals will be humanely removed from the installation.

6. Policy. The following is the policy for the prevention and control of stray, feral, and/or wild animals.
a. Providing food, water, or shelter to stray, feral and/or wild including but not limited to cats, dogs, or other animals, such as farm and game animals such as chickens,pigs, goats, sheep, and deer, is prohibited.
b. The abandonment of and/or providing holding areas of animals on State of Hawai’i, Department of Defense installations and facilities are prohibited.
c. Capturing, trapping, and euthanization of stray, feral and/or wild animals will be conducted by the Hawai’i Army National Guard (HIARNG) Environmental Office Pest Management Coordinator’s team or an appropriate licensed Federal, State, or private contractor.
d. Tampering or destroying any traps set out for stray, feral and/or wild animal control, including exclusion measures, is prohibited.
e. Breeding, or allowing the breeding of stray, feral and/or wild animals, is prohibited.
f. Cat colonies and Trap-Neuter-Release (TNR) programs on State of Hawai’i, Department of Defense installations and facilities are prohibited.
g. Stray and feral animals with identification tags or microchip will be removed from State of Hawai’i, Department of Defense installations and facilities and delivered to the Hawaiian Humane Society.
h. For all Hawai’i Air National Guard facilities located on Joint Base Pearl Harbor-Hickam and at the Geographically Separated Units, route Pest Management requests through the 154th Civil Engineer Squadron to the 154th Environmental Manager. For all other locations, route requests through the host’s public works equivalent.

7. Responsibilities. Implementation of this policy is shared with all State of Hawai’i, Department of Defense installations and facilities, the HIARNG Environmental Integrated Pest Management Coordinator, and the HIANG Environmental Manager.

a. Report stray/feral cats, dogs, or wild animals that have been observed living in or around State of Hawai’i, Department of Defense installations or facilities to the HIARNG Environmental Integrated Pest Management Coordinator.

b. Inform individuals observed feeding stray, feral and/or wild animals or tampering with traps of this policy and request that they stop. If they do not, report them to the HIARNG Environmental Pest Management Coordinator. Notify the perpetrator’s supervisor and request appropriate action be taken to stop this behavior.

c. All individuals including but not limited to service members, civilians, family members, contractors and other personnel will comply with this policy.

8. Definitions.

a. Feral. A domesticated animal that is uncontrolled and has returned to and exists in a wild state.

b. Stray. An uncontrolled domestic animal whose owner is unknown and cannot be identified.

c. Wild. Non-domesticated animals that live in their natural habitats.
