Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Applicants must meet all qualification standards to be considered for the position.

 

POSITION:   IT Specialist (INFOSEC), GS-2210-12

SALARY:  $101,091 to $131,422 per annum plus COLA (Special Rate Table Number 99AH)

TYPE OF APPOINTMENT:  Title 32 Excepted Service

LOCATION:  Deputy Chief of Staff for Information Management, Hawaii Army National Guard, Kapolei, Hawaii

CLOSING DATE:   01 April 2026

RECRUITMENT AREA:  Present Commissioned Officers (O-1 to O-5), Warrant Officers, Enlisted members (E-7 to E-9) within the Hawaii Army National Guard

SUMMARY OF DUTIES:   The primary purpose of this position is to manage the State level Communication Security Program (COMSEC) in accordance with the governing policies. Provides oversight of all COMSEC accounts located in the State/ Commonwealth/Territory and resolves complex issues related to COMSEC with external organizations.

  • Manages the Command’s Communication Security (COMSEC) Program and serves as the installation COMSEC Account Manager for a National Guard state Headquarters as the technical expert/authority responsible for all aspects of safeguarding, accounting, and supply control of COMSEC material.
  • Advises the Command on the development and implementation of COMSEC related policy and procedures based on higher agency policies, directives, and command requirements.
  • Ensures individual training and compliance necessary to maintain required COMSEC account access and Information System Privileged Access to perform required roles and functions across all COMSEC accounts.
  • As a trained and qualified COMSEC Command Inspector, conducts audits and inspections of subordinate accounts, and coordinates with applicable organizations/offices to resolve complex COMSEC issues.
  • Performs other duties as assigned.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.

GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Major study–computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.

CONDITIONS OF EMPLOYMENT:

  1. Must obtain and maintain a minimum of SECRET clearance. However, TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI) may be required based on the highest classification level utilized in the state.
  2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  3.  May be required to travel to and from offsite worksite(s) from the normal work area to perform assigned duties. Due to distances involved, travel may involve one or more overnight stays.
  4. Incumbent must complete appropriate training and obtain/maintain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level II or III within 9 months of hire.
  5.  Incumbents must achieve DoD 8140 residential qualification requirements within 12 months of assignment in accordance with DoDI 8140.02.
  6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  7. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  8. This is a National Guard dual status technician position which requires military membership.
  9.  The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  10. Position is designated as OV-MGT-002 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. Which establishes the Tasks, Skills, Knowledge and Abilities expected of this position.

OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

NOTES TO CANDIDATES:

a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

k. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
