POSITION:  Human Resources Specialist (Classification), GS-0201-09, Promotion Potential to GS-1102-11

SALARY:  62,517 to $81,272 per annum plus COLA

LOCATION:  Joint Force Headquarters, Human Resources Office, Hawaii National Guard, Honolulu, Hawaii

SUMMARY OF DUTIES: The purpose of this position is to perform position classification and provide limited position management advisory services, within delegated authority, to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. Accomplishes work through the use of an automated personnel system.

  • Accomplishes position classification for Army and Air National Guard positions.
  • Provides management advisory services.
  • Reviews requests for personnel and position actions to determine impact on position classification and position management matters, referring those that are highly complex or controversial in nature to the supervisor for resolution.
  • Responsible for input of manpower and classification related transactions into the automated personnel system.
  • Performs other duties as assigned.

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant’s educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program’s business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

CONDITIONS OF EMPLOYMENT & NOTES:

  1. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  2. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  3. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

a.  Permanent Change of Station (PCS) IS NOT authorized; due to PCS being not authorized Relocation Incentive is determined to be NOT in the best interest of the Hawaii National Guard and is NOT authorized.

h.  Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications.  In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law.  Items checked include, education and fiscal accountability/responsibility.  IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:

  • Dismissal from employment for delinquency or misconduct;
  • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
  • Intentional false statement or deception or fraud in examination or appointment;
  • Habitual use of intoxicating beverages to excess;
  • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
  • Any legal or other disqualification which makes the individual unfit for service;
  • Lack of United States Citizenship.

i.  Training/Certification requirements.  All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position.  An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.  The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
