SUMMARY OF DUTIES: The purpose of this position is to serve as an agent of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to the Internal Review Division Chief. As senior evaluator, incumbent performs the most difficult work of the unit, and distributes and monitors the workload of lower-graded evaluators and provides advice and assistance to them.
• As senior evaluator, distributes and monitors workload among lower-graded evaluators in accordance with established workflow or job specialization to ensure timely accomplishment of the assigned mission.
• Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems.
• Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial events and operational data used by local management.
• Performs a variety of assignments that are without precedent and that require considerable ingenuity in devising an approach.
• In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies.
• Performs other duties as assigned.

Basic Requirements or Combination of Education and Experience:
A. Degree: Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant’s background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
GENERAL EXPERIENCE: In addition to meeting the basic entry qualification requirements, evaluate applicant’s knowledge, skills, and abilities for:
• Skill in collecting and analyzing data effectively, efficiently, and accurately;
• Skill in applying procedures and directives by reading and interpreting program material;
• Ability to comprehend and/or apply problem solving and negotiating techniques;
• Skill in presenting formal training presentations and briefings;
• Ability to prepare reports and presentation formats.
SPECIALIZED EXPERIENCE: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. The applicant’s educational degree study program or military or civilian academic courses may substitute for some specialized experience.
Financial Management Certification Requirements:
– The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.
– Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
– The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.
– The financial management certification requirements may vary for positions dependent on the complexity and responsibility of the positions’ financial management supervisory and non-supervisory business programs.

– Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.
CONDITIONS OF EMPLOYMENT & NOTES:
1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
2. Must be able to obtain and maintain the appropriate security clearance of the position.
*3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

h. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
– Dismissal from employment for delinquency or misconduct;
– Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
– Intentional false statement or deception or fraud in examination or appointment;
– Habitual use of intoxicating beverages to excess;
– Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
– Any legal or other disqualification which makes the individual unfit for service;
– Lack of United States Citizenship.
i. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
j. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.
