Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. POSITION: Aircraft Mechanic, WG-8852-10

SALARY: $33.81 to $39.47 per hour

TYPE OF APPOINTMENT: Excepted Service – Enlisted

LOCATION: Army Aviation Support Facility No. 1, Hawaii Army National Guard, Wheeler Army Airfield, Hawaii

RECRUITMENT AREA: Present Enlisted members (E-2 to E-6) within the Hawaii Army National Guard

SUMMARY OF DUTIES: The purpose of this position is to be responsible for the performance of the full range of aircraft maintenance duties including troubleshooting, preventive maintenance, repair, and ground testing of assemblies, system, and surfaces for one or more types of military aircraft, fixed and rotary wing.

• Perform inspections, functional checks, and preventive maintenance on assigned aircraft to include pre-inspection, daily inspection, pre- and post-flight inspections and such special inspections as required, including fuel contamination checks, oil sampling, an inspection of onboard emergency equipment.
• Troubleshoots, diagnoses, and performs unscheduled maintenance on assigned and transient aircraft.
• May be required to perform such additional duties as fire fighting, aircraft crash/rescue, snow removal, etc.
• Performs other duties as assigned.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.

GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.

SPECIALIZED EXPERIENCE: Must have 18 months of experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container.

Other Requirements – For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license. For positions requiring a security clearance (Secret or Top Secret), the applicant must possess or be able to obtain a clearance within one year of appointment.

PHYSICAL EFFORT: Required to climb, stand, stoop, bend, stretch, and work in tiring an uncomfortable positions. Frequently lifts parts and equipment weighing up to 20 pounds. Occasionally lifts and carries times weighing 50 pounds and over.

WORKING CONDITIONS: Works inside and outside, in inclement weather, on icy, wet, and slippery ramps and work-stands in temperature and humidity extremes. Work areas may be drafty, noisy and have toxic fumes present. Irritants such as aircraft fluids, dirt, grease, dust, paint and solvents may be present. Exposure to cuts, burns, electrical shock, strains, and broken toes exists.

CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

COMPATIBLE MOS: 15D/T/U

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

h. i. Candidates above the grade of E-6 must include in their application the willingness to take a voluntary downgrade in order to be considered.

j. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

k. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

l. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
