Disaster Grants

Federal Grant Funds

HI-EMA oversees the administration of several Federal grants it receives to enhance emergency management
capabilities throughout the State. The grants cover a wide range of activities, including training, exercises,
planning, mitigation projects, infrastructure repairs, and emergency response and recovery efforts. As part of the
administration of these grants, we offer information, technical assistance, and guidance on the grant processes,
as well as developing a policy for State-specific application, reporting, and reimbursement policies.


Disaster Grants

Hazard Mitigation Grant Program (HMGP)
HMGP funds projects to help communities implement hazard mitigation measures following a Presidential Major Disaster Declaration in the areas of the state, tribe, or territory requested by the Governor.

Public Assistance (PA) Grant Program
PA Grant Program funds projects to support communities’ recovery from major disasters by providing them with grant assistance for debris removal, life-saving emergency protective measures, and restoring public infrastructure.

Fire Management Assistance Grant Program (FMAG)
FMAG Program funds projects for the state and local governments for the mitigation, management, and control of fires on publicly or privately-owned forests or grasslands, which threaten such destruction as would constitute a major disaster.
