State Tuition Assistance Program (STAP)
The Hawaii National Guard (HING) Tuition Assistance Program offers tuition assistance towards your undergraduate degree at the University of Hawaii system of schools statewide based upon available funding. HIARNG Soldiers who qualify for STAP will receive tuition assistance in the form of a reimbursement payment after successfully completing a class that goes directly towards an undergraduate degree with a C- grade or higher.
Application Deadlines
- Fall/Spring Semester: Applications are due no later than 30 days after the start of classes.
- Summer Semester: Applications are due no later than 15 days after the start of classes.
- Submission of Grades and Financial Summary: Due 15 days after grades are posted.
Funding Details
- Community College Courses: 100% tuition reimbursement for courses directly applicable to your undergraduate degree.
- University Courses: 50% tuition reimbursement for courses directly applicable to your undergraduate degree.
Eligibility Criteria
- Military grades of E1-E9, W1-W5, or O1-O3
- A resident of the State of Hawaii as defined by the University of Hawaii (UH)
- Remain a satisfactory participant in your Unit
- An undergraduate student or an incoming freshman of the UH System of Schools
- If enlisted, have an ETS date equal to or greater than the last day of a class for which you are requesting tuition assistance
- Have completed their Advanced Individual Training (AIT) (an Exception to Policy (ETP) memo can be submitted to waive this requirement).
Priority Level
- Newly accessed recruits in the HING within their initial enlistment contracts
- Officers (O1-O3)/Officer Candidates that do not have a bachelor’s degree
- All others in the HING
Required Documents
Please ensure your STAP application is complete by submitting the following documents 30 days after the start of the course:
- HING Form 600-1 is completed and signed by the commander or designated unit representative and yourself. Download the HING Form 600-1.
- Include a copy of your Financial Summary Account Balance that shows tuition cost and tuition payment made (Obtained from myUH Portal).
- Include a copy of your Class Schedule (Obtained from myUH Portal).
- Include a copy of your Official Degree Plan (also known as Academic Pathway Report, obtained from myUH Portal).

Instructions
Submit your application and the supporting documents before the deadline through the online STAP application portal for each spring and fall semester. You can also submit them through email, postal mail, or hand carry to the HIARNG Education/Incentives Office (see below for email and mailing address).
End of Course Submission
At the end of the class submit the following documents 15 days after grades are posted:
- Turn in your Grades (updated Official degree plan known as your Academic Pathway Report).
- Turn in an updated Financial Summary Account Balance that shows tuition cost, payment, and financial aid programs utilized.
