From the 2003 Department of Defense Annual Report

In each year’s annual report is a section where the commanders of Hawaii National Guard units are listed. The attachment for this post is a list of the Hawaii Air National Guard commanders serving in 2003.

Most of those officers listed continued serving until their retirements. Others like Cliff Heen, Marcus Badley, and Mark Welch transferred to serve in other units or services.

The 206th Combat Communications Flight was a Alaska Air National Guard unit which was part of the 201st Combat Communications Group during that period.

The State Department of Defense produces an annual report for the state fiscal year ending on June 30. The report is a requirement directed by gubernatorial directive. The completed report’s distribution list included the state departments and agencies. The DOD’s report reports on activities and achievements of the Hawaii Army and Air National Guard, the Hawaii Emergency Management Agency, the Office of Veterans Services, and the Youth Challenge Academy.
