County Motor Vehicle Registration Fee Exemption
Honolulu City Bill 62 (Ordinance 25-45) is effective as of July 1, 2026 which allows veterans over 65 to have an annual $20 county motor vehicle registration fee exemption for Oahu Veterans aged 65 and older.
Background: Mayor Rick Blangiardi signed Bill 62 on October 20, 2025, turning it into law under the Revised Ordinances of Honolulu, Ordinance 25-65. This measure amends Chapter 15A (15A-4.1) of the Revised Ordinances of Honolulu to exempt U.S. military veterans ages 65 and older on Oahu who were not dishonorably discharged from paying the $20 county motor vehicle registration fee for one non-commercial vehicle annually. It does not apply to city and state weight taxes and other fees that contribute to the cost of annual vehicle registration, or other counties.

But, only after you’ve verified your eligibility in person initially. “Veterans must apply for the exemption during an in-person visit to a satellite city hall, where eligibility requirements must be verified. However, once the exemption is applied, it will become part of the vehicle’s permanent record. Meaning, renewing at a DMV self-service kiosk would then be possible, since exemption eligibility would have been established, and eligibility documents would no longer needed.”

- Original or certified copy of a DD-214
- VA Benefits Summary Letter
- Military Retiree ID (DD Form 2)
- NGB-22
- Honorable Discharge Certificate
- Veteran-designated Hawaii Driver License
- Proof of age include:
- Driver’s license
- Passport
- Other government-issued ID
- Proof of vehicle ownership include:
- Current Hawaii motor vehicle registration
- Out-of-state registration
