SEALED BIDS for furnishing labor, materials, tools and equipment for “Construction of Parking and Photovoltaic System at B29, Kalaeloa, Oahu, State of Hawaii, Department of Defense, Hawaii Army National Guard, PN15150023, Job No. CA-1512-C” will be received in the Engineering Office, State of Hawaii, Department of Defense, located in Building 306-A, Room 228, 3949 Diamond Head Road, Honolulu, Hawaii, up to 2:00 P.M. on June 15, 2020. Bids may also be mailed to State of Hawaii, Department of Defense, 3949 Diamond Head Road, Honolulu, HI, 96816-4495, ATTN: HIENG, Room 228. Bids must be received in the Engineering Office, Room 228, prior to the time and date fixed for opening to be considered. All bids received in the Engineering Office after the time and date fixed for opening will not be considered.

Bidders are advised that the Department of Defense facility at 3949 Diamond Head Road is a secure facility. In order to access the property, Bidders and/or their authorized personnel shall present a current driver’s license or other form of official identification with photograph to the security personnel at the entry gate, and shall inform the security personnel of the building and room number they require access to State Contracting Section.

Lack of official identification or knowledge of the building and room to which access is needed are grounds for denial of access onto the property. Bidders should be aware and allow for security screening and random vehicle inspections. The state will not be responsible for late bids due to the afore mentioned reasons.

BID OPENING CHANGES
In keeping with Governor Ige’s emergency declaration regarding COVID-19, the Department of Defense is temporarily altering the process to be used for bid openings to adhere to the requirement to avoid unnecessary gatherings.

BIDS WILL NOT BE OPENED IN PUBLIC. After 2:00PM the bids will be opened by two DOD, Engineering Office personnel. The bid tabulation will be posted on the DOD website, https://dod.hawaii.gov/hieng/ , along with the subcontractor listing for the initial apparent low bidder. Additionally, we will email to each bidder PDF files providing scans of all pages for each of the three apparent lowest bids received. This service is intended to replace the prior practice of permitting bidders to photograph competitors’ bid packages.

Any changes to these instructions shall be posted in an Addendum.

Proposed work consists of, but not limited to the following: internal and external building improvements, as well as a photovoltaic system with canopy structure. The estimated cost is between $2,300,000 and $2,500,000.

All requests for substitution, clarification of bidding documents and/or specifications must be received in the office listed above, via email, prior to June 1, 2020, 4:30 pm. Questions shall be emailed to [email protected] .

A Pre-Bid Meeting/Site Visit will be held on May 29, 2020 at 9:30 am. Contractors are to meet Mr. Vic Caballes at the entrance to the Hawaii Army National Guard 29th BDE Readiness Center – Bldg 29 at 91-1387 Saratoga Ave, Kapolei HI, 96707 in Kalaeloa prior to 9:30 am. Go straight on Enterprise Street and turn left on Saratoga Avenue, then turn right at the guard shack. Please call Mr. Caballes at 808-672-1531 before 4:30 pm on May 28, 2020 to register for the site visit. If no answer, please leave your company information, attendees names and a contact number, you may assume that you are registered for the site visit. All interested bidders and sub-contractors are welcome, but not required to attend.
