Grants Management Office

Aloha and welcome to the Grants Management Office.  The Grants Management Office is responsible for administering the Homeland Security grant programs, which a majority of the funds are distributed amongst State, County and private partners.

The Homeland Security Program assists the State of Hawaii in obtaining the resources required to support the National Preparedness Goal associated mission areas and core capabilities.

Also, the State Homeland Security Program supports the Implementation of the Hawaii Homeland Security Strategy, which addresses identified planning, organization, equipment, training, and exercise needs to prevent, protect, mitigate, respond to and recover from natural and man-made catastrophic hazardous incidents / events.

In addition, the Homeland Security Program plays an important role in implementing Presidential Policy Directive 8 by supporting the development and sustainment of core capabilities. The core capabilities are essential for the execution of the five mission areas outlined in the national Preparedness Goal. The developments of the core capabilities are important for all jurisdictions and political entity requiring the combined efforts of the whole community.  All hazard identification and assessment using the core capabilities will be evaluated annually using the Threat Hazard Identification Risk Assessment and displayed in the State Preparedness Report.

The following are some of the programs under the Homeland Security Grants:

Emergency Performance Grant Program (EMPG):

The purpose of the Emergency Management Performance Grant (EMPG) provides assistance to State and local governments in enhancing and sustaining all-hazards emergency management capabilities.

Port Security Grant Program (PSGP):

The purpose of the Port Security Grant Program (PSGP) provides funds for transportation infrastructure security activities to implement Area Maritime Transportation Security Plans and facility security plans among port authorities, facility operators, and State and local government agencies required to provide port security services.
