Medical Detachment (MED DET)

The unit is headquartered in Kalaeloa, on the island of O‘ahu. The Hawai‘i Medical Detachment’s mission is to plan, program, provide and sustain Health Service Support and Force Health Protection to ensure medical readiness, operations, training, mobilization, and demobilization of the Hawai‘i Army National Guard. 

On order, MED DET provides medical advisory, personnel, and operational support for National Guard Civil Support (NGCS) throughout the State of Hawai‘i. 

Highlights from FY ‘21 include coordinated and conducted community medical outreach on O‘ahu for COVID-19 education, Disaster Preparedness Education, State Disaster Resources education, and medical care for the homeless. Conducted community service activities at Keehi Lagoon Homeless Shelter. Conducted and coordinated rapid SRPs for the Hawai‘i National Guard to deploy to the ISO COVOID-19 and National Capital Region mission in Washington D.C. Coordinated with national organizations in order to safely store and distribute the Pfizer and Moderna vaccine throughout the State to support the vaccination efforts of the Hawai‘i National Guard. 

Supported JTF 5-0 and provided Medical Subject Matter Expertise and logistical support for island-wide COVID-19 vaccination operations. Conducted multiple JRSOI/R-JRSOIs for COVID Support 502F. 

Despite the devastation of COVID-19 Pandemic, Medical Detachment successful executed its Health Service Support and Force Health Protection missions to maintained high levels of medical readiness for HIARNG. Conducted over 20,000+ patient encounters during weekday and IDT operations to include Periodic Health Assessments, Dental Examinations, Hearing Test, Profiles, Vision Readiness Screenings, Immunizations, Flight Physicals, Behavior Health Support, and Case Management Support. Maintained Medical Readiness of the HIARNG at a steady state. 

Ranked in the top 20% of the Nation for Medical Readiness during the COVID-19 Pandemic. Conducted joint Annual Influenza vaccinations missions to inoculate Hawai‘i Army Guard and Hawai‘i Air Guard Members. Conducting multiple BLS and First Aid CPR AED classes for Medics and SMs on State/Federal missions and Hawai‘i DoD Facilities. Conducted successful 68W Sustainment Program to recertify and maintain medical MOS and medical readiness.

State Army Aviation Office (SAAO) 

The SAAO and the Army Aviation Support Facilities fulfill the responsibilities as a fulltime cadre to all aviation units assigned to the Hawai‘i Army National Guard. 

They provide support in aviation maintenance, training, flight operations, fueling and Aviation Life Support System support to maintain unit readiness in support of both Federal and State mission requirements. Provide safe airworthy aircraft to the aircrews of the HIARNG and to train all aircrews associated with the Aircrew Training Program, Readiness Level progression, execute the annual flying hour program and provide direct support to civil authorities in the event of a natural or manmade disaster. 

Summary and Highlights: Completed transition of DET 3 C/2-641 AVN from a C-26 unit to a C-12 unit. Flew in excess of 2,260 hours in support of the HIARNG Aviation flying hour program which includes 571 hours in support of COVID-19 National Guard Civil Support misisons. Utilized over 386,589 gallons of aviation fuel totaling over $908,485 in support of the HIARNG Aviation flying hour program.

Construction and Facility Maintenance Office/Environmental (CFMO)/ENV 

The HIARNG continues to make significant progress towards Governor Ige’s Energy and Environmental priorities. Over the past 18 months, the HIARNG has completed two Solar Renewable Energy Systems that produce over 255,000 kWh of clean renewable energy with an estimated annual energy costs savings of over $70,000 per year. An additional five renewable systems have been awarded or in construction that are estimated to offset nearly 600,000 kWh and $170,000 annually. 

Environmental efficiency projects include the conversion to solar hot water systems, LED lighting retrofits, and Direct Digital Controls (DDC) to control HVAC and lighting that directly conserve energy and natural resources with an estimated annual energy costs savings of nearly $85,000 per year. 

ENV section Supervisor Mr. Karl Motoyama and his team of environmentalists have initiated the 1 Trillion Tree Project with an Earth Day kick-off event at RTI and KMR. Saved over $300,000 for feral pig fencing at KMR by in-house ENV Conservation Branch (CNS) Staff rather than contract. 

Saved approximately $200,000 for the clearing of vegetation and maintenance of approximately 40 acres at KMR by in-house ENV CNS Staff, in which two of these areas are now able to be utilized for HIARNG and other Branches of Military Service including LZs for helicopter training. 

Continued close collaboration with various state and federal agencies to control and mitigate potential impacts to training from various invasive species, such as ohia ROD and Little Fire Ants, as well as continued surveys, monitoring and treatment by in-house CNS staff. 

Chaplain Corps 

The mission of the chaplaincy is to provide religious support to Soldier, Family members, and authorized civilians. 

Chaplains assist commanders in providing for the free exercise of religion, religious and moral leadership, and ethical advisement. 

During 2021, HIARNG chaplains provided over 1,400 counseling and spiritual fitness activities to sustain Soldier’s spiritual readiness during COVID-19 operations. 

Army Strong Bonds events were conducted in-person and virtually to reach 97 Solders and Family members. 

Headquarters, Headquarters Detachment, Joint Force Headquarters (HHD JFHQ) 

The unit is headquartered on Kapolei, O‘ahu. The command’s mission is to conduct mission Command of Major Subordinate Commands (MSCs) and Separate Units of the Hawai‘i Army National Guard, and provide administrative support to the Land Component Command. O/O provide Joint Task Force (JTF) and Dual Status Command (DSC) capability for National Guard Civil Support (NGCS) operations ISO emergency response for the State of Hawai‘i.

29TH Infantry Brigade Combat Team (29IBCT) 

The 29TH Infantry Brigade Combat Team is the HIARNG’s largest major subordinate command. Headquartered in

Kalaeloa, Hawai‘i, its mission is “On order, the 29th IBCT deploys ready forces to conduct decisive actions in support of unified land operations for domestic and overseas contingencies within the assigned AOR to protect, support, and defend our nation and state. On order, conduct continuous persistent engagement with regional partners in support of HIARNG and HING strategy.”

227th Brigade Engineer Battalion (227 BEB) 

Headquartered in Kapolei, the 227 BEB unit’s mission is: “The 227 BEB conducts mission command, engineer battalion operations, intelligence collection, information network and information systems, disaster management operations and sustainment worldwide in support of the 29th Infantry Brigade Combat Team in Unified Land Operations.” 

During 2021, the 227 BEB conducted ‘Prepare-Year-3” training to enhance unit readiness for future federal mobilizations. The BEB was also a major force provider for the State’s COVID-19 NGCS mission, NGCS Mana Road fire, the United States Presidential Inauguration and the United States Capitol support mission.

1st Squadron, 299th Cavalry Regiment (1-299 CAV) 

Headquartered in Hilo, Hawai‘i, the 1-299th Cavalry Regiment’s mission is to conduct reconnaissance and security operations in order to set the conditions for the 29th IBCT’s decisive actions in support of domestic and overseas contingencies within the assigned AOR. During 2021, the 1-299 CAV conducted ‘Prepare-Year-3” training to enhance unit readiness for future federal mobilizations. 1-299 CAV Soldiers also significantly contributed to State of Hawai‘i’s COVID 19 response mission on the islands of Hawai‘i, Kaua‘i, and O‘ahu.

29th Brigade Support Battalion, 29th Infantry Brigade Combat Team 

Headquartered in Kapolei, Hawai‘i, the 29th Brigade Support Battalion (BSB) unit’s mission is: “The 29th BSB sustains the 29th IBCT in Decisive Actions in support of Unified Land Operations for domestic and overseas contingencies within the assigned AOR to protect, support, and defend our Nation and State. 

During 2021, the 29th BSB conducted ‘Prepare-Year-3” training to enhance unit readiness for future federal mobilizations. The 29th BSB was a major force multiplier in supporting various state active duty missions to include supporting various task forces to help combat the COVID-19 pandemic.

The 103d Troop Command 

The unit is headquartered at the Waiawa Armory in Pearl City, O‘ahu. The command’s mission is to provide ready forces, execute mission command during NGCS and support exercises/overseas deployments in support of state and federal missions within the state of Hawai‘i, and anywhere in the world as required. 

Recently stood up Task Force Maui, comprised of 103d Troop Command Soldiers from all subordinate units starting on 15 April 2020 continuing to present in support of the State of Hawai‘i’s COVID-19 pandemic response on the island of Maui. Preventing the spread of COVID-19 continues to be an enduring mission for 103d Troop Command.

Headquarters and Headquarters Company (103TC HHC) 

Headquarters and Headquarters Company is headquartered at the Waiawa Armory in Pearl City, O‘ahu. The command’s mission is to conduct training, provide ready forces, execute mission command, and supports exercises/overseas deployments in support of federal and state missions within the state of Hawai‘i, and anywhere in the world as required. 

111th Army Band (111 AB)

The band is headquartered at Waiawa, Hawai‘i. Its mission is to provide music throughout the full spectrum of military operations and instill in our Soldiers the will to fight and win, foster the support of our citizens, and promote America’s national interests at home and abroad. FY 21 Highlights:

Instead of the traditional live Memorial Day Ceremony Performance at Kaneohe, this year the 111th was tasked with recording a virtual Memorial Day Concert that was posted on TAG’s Facebook.

111th completed the new IWQ (Individual Weapons Qualification) requirement on June 2021. The new IWQ consists of a new sequence of firing targets.

First ACFT event for the 111th was successfully conducted with zero injuries at RTI, Waimanalo IOT comply with HQDA requirement.

117th Mobile Public Affairs Detachment (117 MPAD)

Headquartered in Waiawa, the public affairs unit’s mission is to provide direct public affairs support to units deployed in support of Army, joint, interagency, intergovernmental, and multinational operations. On order, provides National Guard Civil Support (NGCS) throughout Hawai‘i. FY 21 Highlights:

1950th Contingency Contracting Team (1950 CCT)

Headquartered in Waiawa, the 1950 CCT’s mission is to mobilize and deploy to provide contracting support in a contingency environment to include contracting for supplies, services, and construction. On order, provides National Guard Civil Support (NGCS) support throughout Hawai‘i. FY 21 Highlights:

Mobilized to award and administer ninety (90) initial contracts and all corresponding modifications in the amount of $16M dollars in order to support the Hawai‘i National Guard COVID support mission Operation Longclaw. Support is ongoing through the establishment of Blanket Purchase Agreements, which will begin in October 2021, allowing a simplified method of filling anticipated repetitive needs for supplies and services by establishing “charge accounts” with qualified sources.

While mobilized to support HING COVID support missions, maintained a T rating on all Mission Essential Tasks while coordinating training and tasks with the full-time USPFO Purchasing and Contracting Team and Contracting Chief.

Focused joint training with HIANG’s 154th MSG Contracting team on all contracting matters regarding contract solicitation, award, closeouts, GPC surveillances, and DAU level 1 and 2 training and continuous learning points.

230th Engineer Company (Vertical) (230 ENG)

The engineering unit is headquartered in Kihei, Maui (PFC Anthony T. Kaho‘ohanohano Armory). Its mission is to provide ready forces to support federal and state missions and provide vertical and horizontal engineering support in the construction, repair, and maintenance of infrastructure to support domestic, overseas missions, and provides National Guard Civil Support (NGCS) support throughout the State of Hawai‘i. FY 21 Highlights:

1SG Melvin H. Tokuda joined the Unit Command Team in late-April 2020

Stood up 90% of assigned Soldiers as MAUI SECFOR 1 in early-April 2020 and later as Task Force Maui NGCS Company A from 15 April 2020 continuing to present in support of the State of Hawai‘i’s COVID-19 pandemic response in the County of Maui. 230th Engineer Company Soldiers perform multiple missions on the Islands of Maui, Molokai and Lanai including construction operations at county quarantine site, temperature screens at airports, ferry piers and County Courthouse, assisted MPD on non-law enforcement tasks such as traffic control at schools drive-thru graduation, food drives, COVID test sites, and community services such as food drives and public education on COVID mitigation.

Conducted Annual Training with its squad-size Rear Detachment at Kaho‘ohanohano Armory. The team constructed a concrete walkway connecting the parking lot and armory building alternate entry point in order to provide separation between Task Force personnel and other groups entering the facility and mitigate COVID-19 cluster.

Conducted Individual Weapons Qualification at Schofield on new Rifle Qualification Tables with B/777 ASB and 1109 TASMG.

Conducted Annual Training with Platoon size Rear Detachment at Kaho‘ohanohano Armory. The Platoon constructed six jersey barrier forms that were utilized to create six jersey barriers that can be deployed to create obstacles for vehicles to navigate and heighten security within the complex.

Conducted ECP operations utilizing jersey barriers as part of a culminating training exercise. Constructed one MOS proficiency booth for SMs to maintain MOS competency and proficiency in carpentry, plumbing, and electrician skills during IDT. Heavy equipment operators conducted expeditionary deployment operations at Ukumehame Firing Range and maintained existing

297th Engineer, Firefighting Team (297 FFT)

The 297 FFT is headquartered in Waiawa. Its mission is to mobilize and deploy to any theater of operations to provide fire protection for aviation assets and other major facilities and to provide firefighting services during peace time in support of local civil authorities. On order, provides National Guard Civil Support (NGCS) support throughout Hawai‘i. FYI 21 Highlights:

Company B, 777th Aviation Support Company (B/777 AVN)

The aviation support company that is headquartered in Kalaeloa, Hawai‘i with detachments in Puerto Rico, Arkansas, and Alaska. Its mission is to provide aviation field-level maintenance, quality assurance, production control and supply management for the supported Aviation unit and Expeditionary Combat Aviation Brigade (ECAB) as part of the Global Force Pool of operational forces. On order, provides National Guard Civil Support (NGCS) throughout Hawai‘i. FY 21 Highlights:

Changed its traditional Annual Training to Year Round Annual Training (YRAT) and assembled 3 different maintenance teams to support HIARNG Aviation in order to increase Operational Readiness Rate. Maintenance teams supported AASF#1 at Wheeler Army Airfield, AASF Kalaeloa in Kapolei, and AASF#2 in Hilo, HI.

Individual personnel supported Task Force Aviation, Task Force O‘ahu, Task Force Maui, as well as Joint Task Force for Covid-19 Epidemic Response from April 2020-UTC. Individual personnel also supported the Nation’s Capital security mission in March 2021 and also Hawai‘i Island brush fires in August 2021.

Company B, 2nd Battalion, 211th Aviation Regiment (B/2-211 AVN)

This Chinook unit that is headquartered at Kalaeloa. Its mission is to mobilize and deploy worldwide to conduct combat, combat support, combat service support to heavy lift operations throughout all modes of flight (day, night, and night vision devices) ISO Unified Land Operations. On order, provides National Guard Civil Support (NGCS) support throughout Hawai‘i. FY 21 Highlights:

Company B, 2nd Battalion, 211th Aviation Regiment supports the State of Hawai‘i in response to COVID-19.

Company C, 1st Battalion, 183rd Aviation Regiment (C/1-183 AVN)

This Blackhawk unit is headquartered at Hilo, Hawai‘i. Its mission is to deploy worldwide to provide air assault and air movement operations throughout all modes of flight (day, night, and night vision devices) ISO Unified Land Operations. On order, provides National Guard Civil Support (NGCS) support throughout Hawai‘i. FY 21 Highlights:

C/1-183 AVN continued to support TF-AVN and TF-HI going into FY21; 23x personnel have since volunteered to fill vacancies for throughout the year.

SPC Rezentes was activated to support the Post-Inaugural Security Mission in Washington DC from 12 March – 31 May 2021.

SPC Castro attended the Best Warrior Competition where he won the 103d Troop Command Best Warrior.

C/1-183 AVN conducted Annual Training from 7-21 June 2021. Major events include IWQ, Aerial Door Gunnery, Overwater Survival Training, and MET 2 Air Assault Training.

C/1-183 AVN provided support to 100BN (Army Reserve) units during their Annual Training from 11-17 July 2021. Support included Air Assault, Air Movement, Casualty Evacuation Exercise and transport of the Commander of the Army Reserve (CAR) for battlefield circulation.

C/1-183 AVN provided Air Movement support to 60x Soldiers from the 1-299 CAV during their Annual Training on 19 July 2021.

Detachment 1, Company A, 3rd Battalion, 140th Aviation Regiment (1/A/3-140 AVN)

This Lakota helicopter unit is headquartered at Wheeler Army Airfield. Its mission is to conduct aviation security, reconnaissance, support and other operations for Homeland Security and Defense, Counter Drug Operations, and Defense Support to Civil Authorities (DSCA), and other agencies as approved by the Secretary of Defense for both the Continental U.S. and outside the Continental U.S. areas of responsibility. FY 21 Highlights:

1/A/3-140 Aviation officially moved area of operations from Hilo, HI to O‘ahu, HI in September 2020.

1/A/3-140 Aviation personnel were mobilized to fill positions within Task Force Aviation, Task Force O‘ahu, Task Force Maui, and Task Force Hawai‘i in support of the COVID-19 Response from July 2020 to June 2021.

1/A/3-140 Aviation personnel were mobilized to conduct reconnaissance/surveillance missions in support of HING Counter Drug program.

1/A/3-140 Aviation, along with 117 MPAD and 111 AB, successfully conducted an independent Individual Weapons Qualification in June 2021. Units previously “piggy-backed” with Company-sized units. Additionally, this was the first time utilizing the Army’s new firing tables

1/A/3-140 Aviation received an overall “Amber” score during the Aviation Resource Management Survey in March 2021

Detachment 1, Company G, 1st Battalion, 189th Aviation Regiment (MEDEVAC) (1/G/1-189 AVN)

Headquartered at Wheeler Army Airfield. The MEDEVAC mission is to mobilize and deploy worldwide in order to perform Aeromedical Evacuation Operations and Flight Operations within an AOR. Conduct medical resupply, transport of medical personnel, sling load and rescue hoist operations, multi and single-ship (day, night, and night vision devices) to supported Units. On order, provides National Guard Civil Support (NGCS) support throughout Hawai‘i. FY 21 Highlights:

Detachment 1, Company G, 1st Battalion, 189th Aviation Regiment, individual unit personnel supported JTF-50 and Task Force Aviation for COVID-19 Response from April 2020 – UTC.

Detachment 1, Company G, 1st Battalion, 189th Aviation Regiment, individual unit personnel supported 100th Battalion, 442nd Infantry Regiment in a multi-COMPO training exercise providing MEDEVAC support to their MASCAL exercise.

Detachment 1, Company G, 1st Battalion, 189th Aviation Regiment provided MEDEVAC 101 and cold/hot load training to 154th Civil Engineering Squadron, Hawai‘i Air National Guard.

Detachment 1, Company G, 1st Battalion, 189th Aviation Regiment unit members conducted Helicopter Overwater Survival Training at Marine Corps Base Kaneohe.

Detachment 1, Company G, 3rd Battalion, 126th Aviation Regiment, individual unit personnel supported 100th Battalion, 442nd Infantry Regiment in a multi-COMPO training exercise providing MEDEVAC support to their MASCAL exercise.

Company B, 1109th Theater Aviation Sustainment Maintenance Group (B/1109 TASMG)

This aviation support unit is headquartered in Waiawa, Hawai‘i. Its mission is to mobilize and deploy worldwide to provide direct and habitual combat service support to the Theater Aviation Sustainment Maintenance Group (TASMG). On order, provides National Guard Civil Support (NGCS) throughout Hawai‘i.

Capt. Linsey L. Alcantara assumed command of the Unit in 07 November 2019

Continued support of Task Force Maui from 01 July 2020 to present day with 1 Soldier remaining on 502f orders

Company B, 1109th TASMG conducted Annual Training 2021 at Waiawa Armory. The Company exercised 3 of their 6 METs of Ground Maintenance, Company Supply, and Medical Support. This training opportunity provided training and development for each of their 22 represented MTOE MOS positions. With this exceptional training opportunity came with it a wealth of enrichment, team building, and morale boosting experiences.

298th Regiment, Multi-Functional Training Unit, Regional Training Institute (RTI)

Headquartered at Bellows Air Force Station in Waimanalo, Hawai‘i. Its mission is “provides a professional learning environment and quality training for the Soldiers and Leaders of the Army National Guard (ARNG), United States Army Reserve (USAR) and Active Component (AC) to the standards set forth by the United States Army Training and Doctrine Command (TRADOC) and Centers of Excellence, producing a ready force in support of the National Guard Domestic Operations and Department of Defense (DoD) Multi-Domain Battle Operations.

1st Battalion, 298th Multi-Functional Training Unit

Established at Bellows Air Force Station, Waimanalo, Hawai‘i. Its mission is to provides Combat Arms and leadership training in the 11B Career Management Field (CMF), Officer Candidate School (OCS) and Warrant Officer Candidate Schools (WOCS) to the standards set forth by the United States Army Training and Doctrine Command (TRADOC), the Maneuver Center of Excellence (MCOE) and in accordance with Proponent guidance, to produce a ready force in support of Hawai‘i Army National Guard (HIARNG) and Department of Defense (DOD) Unified Land Operations.

Ordnance Training Company, Regional Training Site-Maintenance (RTSM)

Established at Pearl City, Hawai‘i. The Ordnance Training Company (OTC), Regional Training Site – Maintenance (RTS-M), instructs 91B functional and non-functional courses to train future leaders to standards set by Training and Doctrine Command (TRADOC) and Combined Arms Support Command (CASCOM) to produce a combat ready force. OTC, RTS-M continues to serve as the premier training institution for Army maintenance within the Pacific. Through effective resource management, RTS-M provides cost-effective training to all components in a professional schoolhouse environment staffed with experts from the Hawai‘i Army National Guard maintenance community.
